They had the resources to do it, and could have seen to it that it was done, and I have no doubt any difficulty with regard to the grades could have been easily overcome if the government had any desire to use the Grand Trunk Railway and come to Montreal in that way. Then we ha ve to consider the terms under which they have come in, and we have to carry with us, in the consideration of this question from beginning to end, the influence upon these negotiations which the fact of paralleling the Grand Trunk must have had. The Grand Trunk, in placing a value upon their rental and upon everything they were giving to the government, from first to last, had to take into account that they were allowing a road owned by the government, with government money and all the government influence behind it, to parallel their road, and they had to be satisfied that the money consideration given to them would not only pay them for the use of iheir line, but recompense them for the paralleling of their road by the Drurnmond County Railway.
