True, there are automatic machines that work with marvelous effect; but there is not one that does not require human supervision and attention at some stage of its operation. The human element is indispensable. Factories--as well as stores, banks, railroad companies, electric power plants, professional offices and productive businesses of various kinds--will always require intelligent workers. Selecting the workers for the factory thus becomes one of the most important tasks of factory management. A few years ago in every factory each foreman "hired" and "fired" for his own department. Modern management has generally discarded this illogical method. The foreman is a specialist in the problem of his department; he cannot be expected to p-g be an infallible judge of men. Moreover, when each foreman can give employment, men are sometimes taken on because of friendship or kinship or creed, or through pity, or for other personal reasons. Modern management considers the work of selecting new employees as much a separate function as the work of planning, purchasing or accounting. Therefore, in many factories today there is a superintendent in charge of employment for all departments. Such a system of employment is a help both to the employer and to the employee. It guards against favoritism, against misfits in the factory, against the waste of factory time and spoiled materials and the waste of his own time and ability and ambition by a misfit worker.
