That the counties of Loudoun and Fairfax shall compose one brigade; the counties of Fauquier, Prince William, Stafford, and King George, one brigade; the counties of Culpeper, Orange, Spotsylvania, and Caroline, one brigade; the counties of Louisa, Goochland, Fluvanna, Albemarle, and Amherst, one brigade: and the said brigades shall compose another division.
