SECOND SECTION. FUNCTIONS AND ORGANS OF THE STATE. Besides the absolute rights which are a consequence of their quality as men (of which we have thus far been treating), individuals may enjoy other rights called relative rights, which do not spring from their personality, but rather from their status or capacity. These rights relate to participation in the sovereignty, and give the full and entire qualification of citizen or political member of the State. The political organisation should correspond to the Social organisation. The State is no sooner constituted than it has a life of its own, although it is only the result of the individual life.
