NINTH ANNUAL REPORT OF THE STATE CHARITIES AID ASSOCIATION To the State Board of Charities: The Board of Managers of the State Charities Aid Association respectfully submit, in behalf of the Association, their Ninth Annual Report. The long period of eighteen months covered by this Report is due to the change of date of the Annual Meeting of the Association, which henceforth will be held in the month of November. Since we last had the pleasure of addressing you, the connection made in 1873 between the Association and your Board has been severed, and the old relation existing prior to that time has been reestablished. That connection was that Local Visitors of the Association, upon our nomination, received from your Board a legal right of entrance into the Poor-houses and Alms-houses of this State. These Visitors reported to both bodies, and received instructions from both. In its practical working this connection proved unsatisfactory. When it was made, the fact that both bodies were working in behalf of the same objects was alone considered, while the other equally important fact, of the inherent fundamental differences between official and volunteer bodies, and their different methods of work in consequence, was overlooked. The severance of this connection by your Board is therefore accepted by the Association as tending to promote greater harmony of action between the two bodies. As already stated, the relation of the Association to the State Board of Charities is now what it was when the Association was organized in 1872, viz., that the Association, as the volunteer body, is to make an Annual Report to your Board, as the official body; that this shall be the sole connection between the two bodies, each maintaining a separate and distinct independence, and yet both cooperating, as...
