I take this occasion to be eminently important, and believe best to answer its importance and gravity, as also best to honour your invita.tion, when I declare that I at once discard all the arts of pleasing oratory, and will but wield the weapons of plain, unadorned truth, such as I, in conscience, take to be truth. Please to God that I might experience on this occasion also, that with intelligent men truth is most telling when plainly told. (Loud cheers.) Sir, the war in which England, -conjointly with France, is pledged to take an active part, cannot be restricted to the narrow proportions of a partial and local contest. Scarcely yet begun, it has assumed a European character, and that character must develop itself more and more in its progress--nay, it is more than European, it is one of those immense crises-by which the Lord weighs the human race, from time to time, in the balance of destiny. If ever there was an occasion calling for comprehensive wisdom in fixing upon a course, such certainly is the present case. An immense problem is before you--its solution requires a resolute and comprehensive policy. And to fix upon such a policy it is indispensably necessary, first, to define the situation; then, to deduct the object you aim at by this war, and hence to precise what is to be the practical realisation of your object. This will bring you to the necessity of selecting the mode of action, and the means best suited to attain the proposed aim.
