Excerpt: ... SPEECH OF Hon. MATT. H. CARPENTER, ON THE BACK PAY BILL. Delivered at Janesville, June 26th, 1873. The forty-second Congress passed an act increasing the salary of the President, Members of the Cabinet, Judges of the Supreme Court, and Members of Congress; and the act provided that the forty-second Congress, should receive the same pay that was fixed for subsequent Congresses. I gave this act not only my vote, but my cordial and conscientious support. And at the request of a large number of your citizens, I have appeared before you this evening to give the reasons which induced me to support this measure. Contrasting the friendly terms in which your letter disapproved of my course, with the angry and unreasoning vituperation of the press, and standing to-night before an intelligent audience inclined to enquire before they decide, and hear before they condemn; I can appreciate, as never before, the satisfaction of Paul, who after having been buffeted before subordinate magistrates, came at length to the seat of Kingly power, and was informed. that he could speak for himself. Before coming to the precise point I intend to discuss, let me refer to the abnormal condition of things existing in Washington and throughout the country last winter, which in my belief has caused the uproar which followed what is so courteously styled, --" The hack pay steal." I refer to the credet mobilier investigation. If any one had gone in 1861 to meet our troops as they were flying in rout and confusion from Bull Run, and had told them that they were simply in a panic; that the rebels were really whipped; that no ememy was pursuing them; that all they had to do was to stop running themselves to death, and sit down on the grass and cook their supper, it is likely that he would ha...
