Excerpt: ... MONEY COMPENSATION TO INMATES OF PUBLIC INSTITUTIONS. By A. C. Rogers, M. D, Superintendent of the School Jor the Feeble Minded, Faribault, Minnesota. At the suggestion of the President of your Bcard, Judge Kinne, I have the honor to present the subject indicated by the title, and I have, since receiving his letter, sent out circulars asking information from Hospitals for Insane, Industrial or Reformatory Institutions and Schools for Feeble-Minded, as to the experience and opinion of their several superintendents on this subjeot. Prompt replies have been received from a number, but the short time during which replies would be available for use at this meeting, and the busy time of the year, have prevented as full a compilation as would have been desirable. Replies were received from seventy-two (72). Of these, sixty-seven(67) did not pay their patients. Of this number, thirty-flve (35) disapproved with more or less emphasis, five (5) approved of the idea, conditionally, and twenty-seven(27) exdressed no opinion. Some of those who expressed disapproval explained their reasons as follows: One superintendent writes: ' We oould not pay them, if we so desired, for the reason there are no provisions made by the state for that purpose, and even if there were I would not approve of it, for the reason I do not believe we would obtain any better service by so doing, and I do not consider that the state is under any obligation to pay her insane for labor unless they are capable of earning more for the state than it takes to maintain them, which is not the case, with a few exceptions." Another: "It entails unnecessary clerical work and engenders a bad esprit de corp. The same end can be attained by allowing a patient about to be discharged a certain amount of money. ...
