The Emperor had ordered Joseph to connect with Suchet, but Wellington checkmated that design by directing Murray to sail against Tarragona, which would be sure to detain that able marshal. On May 15th, Graham, with 40,000 men, crossed the Douro at Lamego, and, making for Braganza, joined the Galicians (12,000), and then moved towards the Esla river, behind which lay Reille's right. A week later Wellington with the centre and Hill with the right moved on to the river Tormes, where Villatte with Joseph's advanced troops skirmished at S. Marta ford. The King then concentrated in his works behind the Douro river, whilst Wellington approached Zamora and Hill Toro. Anxious about Graham, the English general in person crossed the Douro in a basket slung on a rope and joined the left. The Esla was difficult, but on May 31st Graham's cavalry crossed, surprising a French picquet, and a pontoon bridge was laid. The enemy, attacked by the 10th Hussars, retired, destroying the Zamora and Toro bridges. On June 3rd the Allies united at Toro, numbering 78,000 infantry, 12,000 cavalry, and 100 guns, of whom 70,000 were Anglo-Portuguese; this does not include the partida Julian Sanchez on the right. Joseph had in hand 35,000 foot (not counting Leval), 10,000 horse, and 100 pieces. Gazan alone seemed to have penetrated Wellington's strategy, but he was hampered by the fact that Leval, from Madrid, with a host of civilians, many guns, and pictures, had not yet passed Segovia. Having thus turned the Douro the Allies halted for a day--the Toro bridge being repaired by Lieut.
