Excerpt: ... SECOND CHARGE, PATNA CAUSE. H A T in the Year of our Lord 1772, the JL Power and Authorities relative to the Ordering, Management, and Government of the Territorial Acquifitions and Revenues in the Provinces of Bengal, Bahar, and OrifTa, then being in PofTeffion of the United Company of Merchants trading to the Eaft Indies, were exercifed by the Prefident and Council of Fort William, in the Province of Bengal aforefaid, fhe Office of Prefident being then held by Warren Haftings, Efquire, late Governor General of Bengal. THAT the faid Prefident and Council, in the Year, &c. aforefaid, did eftablifh certain Provifions and Regulations for the due and regular Adminiftration of Juftice throughout the faid Provinces, and for that Purpofe conftituted and erected, in certain Diftrifts of the faid Provinces, certain Courts of Juftice called Mofuffal Dewannee Adawluts, to each of which Courts the faid Prefident and Council nominated and appointed a certain Officer or Judge, called a Supervifor, with full Powers, &c. &c. THAT the faid Prefident and Council did further eftablifh certain Rules, Orders, and Regulations, for the Conduct of the faid Supervifors, and the due Adminiftration of Juftice in the faid Courts; which Rules, Orders, and Regulations, were framed with due and particular Attention to the Cuftoms, Habits, Manners, Laws, and Religion of the Native Inhabitants of the faid Provinces, as well Mahomedans as Gentoos; the faid Prefident and Council referving to a Court of Appeal, called The Sudder-Dewannee Adawlut, confifting of the faid Prefident and at lea-ft Two other Members of the Council, the Right of hearing Appeals, in all Cafes whatfoever, from the faid Courts of MofuiTal Dewannee Adawlut.
