Other Statutes, it's true, there are relating to the fame, being made to explain, enforce, or mitigate the Rigour of this; but I find little in them that can in anywise be thought material to our Question, and that little shall be considered as it comes in my way. But I can see nothing in this, that amounts to an Abrogation of our Canons and Constitutions, either formal or virtual, in Whole or in Part; nothing like a Declaration, that those Ecclesiastical Laws should, from the making of this Act, become void, frustrate, and of none Effect; no Negative or Non objlante to any antecedent Law whatsoever; Here is nothing expressed, or so much as implied, that is in anywise inconsistent with the said Canons; nothing that can indemnify the Archdeacon from those grievous Censures he hath incurred, by a wilful and perpetual Violation of them. Here is not the least Hint of a new Right acquired to any but the King; the heavy Tax here imposed upon the Clergy, being wholly designed for his Benefit alone. Our King Henry VIII, having This common with other great Monarchs, that while he could grasp all himself, he did not care that others should share in the Spoils of his Subjects. However, near a 150 Years after the making of this Act, one "John Stephens the Archdeacon of Gloucester's, Collector, published a Pamphlet with this Title, An Historical Discourse briefly setting forth the Nature os Procurations; in which he pretends to have discovered, that this very Act enabled the Archdeacons to levy a Triennial Contri bution upon the Inferior Clergy; giving his Readers to understand, that the Discovery was New, and wholly his own; for in his Preface he boasts of his Work as T- noavonov, and to have used no borrowed Light, nor to have trodden in an...
