That is exactly what we did, and we are sending out every week a lot of literature along that line. We have an organization in New York that is constantly bombarding every one of our members--and for that matter, the newspapers that are not members of our association are being bombarded with similar information, trying to persuade them into a voluntary reduction of consumption. The Chairman. Now, if you will pardon my speaking about a matter of general policy, where there is an exigency like the one that confronts us now, the Government seems to be justified in using extraordinary means in reaching it. As you say, in time of war we have limited the paper consumption; and we controlled the food and we control the fuel now; and it is conceivable that there might be another exigency, like a failure of crops in the country, where you would again have to limit the food. The fact that you have to do these things through Government agency in an extraordinary emergency does not establish a permanent Government policy. Mr. Glass. I do not think so. The Chairman.
