Excerpt: ... were, and I, therefore, wrote this morning to Father Gil, 1808the letter of which I enclose a copy. I have this moment received his answer, which I shall also subjoin. I touched slightly upon the subject of occupying Cadiz by a British force, in a converastion which I had yesterday with the Padre Gil; and I found, from him, that the question had already been discussed in the Junta, but was found to be totally inadmissible. He said that, even if they had approved of it, the jealousy of the people would never suffer it to take place. I have frequently pressed the necessity of speedily adopting measures for the security of the South American Provinces, and have been every day assured that the matter was under discussion, and that no time should be lost in taking the necessary steps. I believe there has been much difference of opinion among the members of the Junta, with regard to the system that ought to be pursued; and I have reason to think that a plan which was formed is now entirely done away, and something quite different substituted in its stead. Deputies are certainly named, and are now at Cadiz ready to sail; but I do not know whether they have yet received their final instructions, or what the nature of those instructions are; but I dare say they will be communicated to me. They carry out several copies of the enclosed manifesto, which I have obtained from Padre Gil, under an injunction of secrecy, for the present, as it is not to be published in Spain till after the departure of the Deputies for America.
