Excerpt: ... there appear to be any question, that there is not any Order as to the application of the two thirds of a 1,500, which is the amount of the present Rents. The only Order, which is stated in the Petition, of August 1812, is, a declaration, that no Order is to be made at present; that will not make an Order! but that an application is making to Parliament, and that every thing" is to be suspended till that application has been made, and the result known. The first question is: Is there any General Visitor? I conceive, every clause in the Act, proves there is no General Visitor. The first appointment of a Visitor for any purpose, is this: " And that the Rents, Is" sues and Profits of the said two thirds of the said " Comportions of the Rectory of Llandinam, shall " be distributed, disbursed, and appropriated, by the " said Dean and Chapter of Bangor, and their Suc" cessors, by and with the advice and consent of the " Bishop of Bangor for the time being." It is material to point out, that the Bishop himself is a constituent part of this Chapter; he holds two Archdeaconries, which add peculiarly to this part of the case! As to the Act, it does nothing more than say: it is to be done by the Dean and Chapter, with the express consent of the Bishop, who is one of their own Members! Whether he consents as Bishop or Archdeacon, is not material; but it cannot be done without his consent; then it states: " at such rates and proportions as to them shall seem " expedient; and in case any difference shall happen " to arise between the Bishop of Bangor for the time " being, and the said Dean and Chapter for the time " being,"--If it had stopped there, it is clear that the difference mentioned in this clause, is only between those who stand in that character; hut it...
