We have gone one foot above our limit, and I do not think we can stretch it any further. Mr. G. W. Wildin (Erie): As stated before we have at least 4,000 cars that would be practically eliminated from participating in the movement of traffic out of the Pittsburg district if this limit of height is adhered to. Of course we all attempt to go to the bottom of the causes leading to accidents, such as has been mentioned to-day. The evidence presented so far to show that high loading is the cause of the accidents cited is certainly not very weighty, and in my opinion not sufficient to justify us in adopting this 9 feet, 3 inches, limit as the maximum height. It is quite natural that if a car is carrying an unusually high load and is derailed to attribute the derailment to the loading, but it is not clear to me how one can say the cause of the derailment is high loading, when both the car and its load are in the ditch all twisted up. Mr. F. M. Whyte (N. Y. C.): I think we can get a lesson on this from locomotive practice. It is a very common thing to place the center of a boiler higher than this 9 feet, 3 inches limit-above the track. It is also demonstrated that the higher the center of gravity, the easier the locomotive will ride, the easier it will take curves; the lower the center of gravity, the harder it is on the rail, on the locomotive, and on the load. If we go to the lower extreme, and assume that the center of gravity is at the top of the rail, we will find that the rail is soon knocked out if average speed is made over it.
