"The Outlook" recently printed the following comments on the results of such laws, and we feel sure that Minnesota, while it may be found necessary to make some minor changes in the law passed, will find that it has done a most excellent thing for its workmen. "The Outlook" says: "One by one the sixteen states that have put Workmen's Compensation to the test in the last three years are giving their verdicts. A year and a half ago we called attention to the Wisconsin law and to the decision by Chief Justice Winslow upholding the legal, economic, and humanitarian principles involved. There are now about ninety thousand employes under the act--workmen whose employers have voluntarily agreed to settle their damage suits according to a schedule of rates fixed by the Industrial Commission, paying for all injury except that resulting from willful negligence on the part of the workman. Those employers who do not so agree, shortsightedly preferring to settle injury cases in the law courts as in the past, have only one defense where formerly they had three--that is, the negligence of the injured man. In Wisconsin, as in other states in which compensation laws are in force, the carelessness of a fellow-servant can no longer cheat the injured man out of his compensation. Neither can he be said to have voluntarily assumed the risk of his occupation, for it is generally recognized that the earning of daily bread is a matter of necessity in which the average worker must obtain such employment as is available, and in that employment he has no control over the risks involved.
