Blackburn, of Versailles, was born in Woodford County, Kentucky, October 1, 1838; was educated at Sayres Institute, Frankfort, Kentucky, and at Centre College, Danville, Kentucky, whence he graduated in 1857; studied law with George B. Kincaid, esq., at Lexington, was admitted to the bar in 1858, and practised until 1861; entered the Confederate Army in i86i, and served throughout the war; resumed practice in 1865; was elected to the State Legislature of Kentucky in 1871 and '73; was elected to the Forty-fourth, Forty-fifth, Forty-sixth, and Forty-seventh Congresses, and was re-elected to the Forty-eighth Congress as a Democrat, receiving 11,789 votes against 6,651 votes for Asbury, Republican. EIGHTH DISTRICT. Counties.--Anderson, Boyle, Garrard, Jackson, Jessamine, Laurel, Lincoln, Madison, Mercer, Owsley, Rockcastle, Shelby, and Spencer. Philip B. Thompson, jr., of Harrodsburg, was bom at Harrodsburg, Kentucky, October 15, 1845; is by profession a lawyer; was elected to the Forty-sixth and Forty-seventh Congresses, and was re-elected to the Forty-eighth Congress as a Democrat, receiving 11,202 votes against 10,335 votes for Ewell, Republican.
