Mr. Chairman and gentlemen: I have considerable to talk about in this matter, but I had proposed to leave it to our committee. I had supposed that the resolution was broad enough to include the idea as to the best course to be pursued under existing circumstances in regard to furnishing light for the Government and the District. It is a matter in which the Government is directly interested. As stated by the president of the gas company, iu 188ti, before the Senate committee, the Government uses directly one-seventh of the entire product of the gas works. And, in addition to that, pays onehalf of the gaslighting of the District, as well as the total amoun t for lighting the public buildings. I had supposed that your resolution would involve the consideration of the question of whether or not it would be better for the General Government to purchase the gas works and provide the light itself, or to authorize the purchase of the works by the Commissioners, as requested by the Engineer Commissioner, and as has been done by the Government at West Point, N. Y. The Chairman. You understand that that question is not involved in this resolution. Mr. Dodge. Yes, sir; and therefore I can not press it. There are two questions, then, to be considered, the question of quality and the question of price. As to the quality of the gas furnished in Washington I have but little complaint to make.
