I did not visit during the winter the schools of Frelighsburg, two excepted, nor those of Philipsburg, St. Sebastien dissentient, Clarenceville and St. Thomas, three schools in Stan bridge, one in Notre Dame des Anges, four in North Ely and one in Roxton Falls, on account of the lack of sleighing, and bad roads; and that I have not visited seven this summer, two in Milton and five in St. Pndentienne. as most of these seven schools had closed before 1 had finished visiting the other municipalities, and excepting those schools above mentioned. I have the honor to forward my report for 1881-82, together with my grand statistical table, which in column No. 47 gives the statistics of the independent schools in the city of Montreal. I cannot vouch for their correctness, for I only get in a very imperfect manner the necessary information about these schools. Several institutions which I ask every year to be good enough to send me their statistics, do not always do so. I have even been told that as a certain institution sent its statistics every year to the Department, there was no apparent necessity for sending them to the Inspector also. In the eyes of a great many, the Inspector is a very inferior officer, one of doubtful authority, for the law does not, so to say, give him any of a definite kind. With the commissioners, teachers, rate-payers, &c., his role is limited to giving advice, making suggestions or requests, and nothing more. For my part I pr..
