The fact that the salary is an inducement for a man to become a candidate for office is nothing to his discredit. Many men are so constituted that they like to have a hand in public affairs and will seek a chance to do so even though they might command more money in some more quiet occupation. The majority of the men holding public office are perfectly willing to represent public sentiment, and serve as faithfully as possible what seems to be an average or composite constituency. To secure desired legislation all that is necessary is to select men whose natural inclination is in that direction, and then make it safe for them to follow that inclination by supporting them in such a course and repudiating those who fail. Gullible and Easily Flattered. One of the greatest obstacles to reform work is the susceptibility of many well meaning persons to the flattery of designing rascals. Many a minister has been bought with a twenty-dollar bill so tactfully bestowed that he really didn't know the bargain had been made. Many a prominent citizen has had the teeth of his antagonism pulled with so frail an instrument as a railroad pass. We flatter ourselves that these delicate attentions are a tribute to our intrinsic worth. The fact that a man has recognized such qualities in us is conclusive proof that he possesses them himself. After the election, when the rascals are still in possession and the town is wide open, we sagely conclude that the theory of popular government has a screw loose.
