Not illustrated. 1916 Excerpt: ...is dealing in sufficiently large quantities of narcotic drugs to warrant an investigation in a proper manner and prosecution if the evidence justified it. He said it was practically impossible for a physician or dealer to ascertain the exact quantity of narcotic content in a preparation and furnish it on the order blanks, and that the department should not require it, and would not if it fully appreciated the practical conduct of the retail drug business. Referring to T. D. 2213, Mr. Henry said that if the commissioner, or his assistants, had been in his two stores in West Philadelphia recently and witnessed the number of persons of moderate means whose prescriptions for mixtures containing small quantities of narcotic drugs had been refused refilling, and who were compelled to go back to their doctors and pay another fee for the same prescription, they certainly would not continue to enforce T. D. 2213. Mr. Henry said that the department should credit the retail drug trade with good faith in its respect for the law and should appreciate its willingness to co-operate with the government in enforcing the law. He said that he had refused to fill prescriptions, which he might have filled, on the mere suspicion that they had not been written in good faith. He felt certain that the department could find a better way to enforce the law than by means of T. D. 2213, doing justice at the same time to the public, as well as to the drug trade and the medical protession. The commissioner had nothing to say at the conclusion of the arguments; he immediately turned over the briefs and papers in the case to Mr. Keith, who took them with him when he left the commissioner's office.
