They do not mind whether there is a negligence clause or not. They take any risk. The result will be that the Russian owners will get a lot of cargoes that the more careful and responsible owner will not touch. If we take the risk, we shall insert in Our rules that none of our members are t-take a charter party providing that their crew will discharge or load the cargo. They may take 12 casual labourers on board to assist them, so we may have 12 men that we know nothing about. Tor our own sake we shall have to provide that they shall not do it. Then the merchant and the shipowner will e at loggerheads, and the cargo will go to a Russian who does not care whether he takes the risk or not, because he has nothing to lose.
