About the Author :
Simon Hakim is professor of economics and the director of the Center for Competitive Government at Temple University. He earned an M.A and Ph.D. degrees in Regional Science from the University of Pennsylvania. He has published fifty eight scientific articles in leading economic, criminal justice, security and public policy journals.  He wrote over forty professional articles and edited fourteen books.  Gila Albert has a Ph.D. in Transportation Sciences from the Technion – Israel Institute of Technology and is a Senior Researcher in Or Yarok  Association for Safer Driving in Israel and a Faculty in at HIT- Holon Institute of Technology, Israel in Faculty of Management  of Technology. Dr. Albert collaborates on projects funded by the European Commission, Israel Science Foundation, Transportation Research Institute at the Technion, National Road Safety Authority, and the Israeli Ministry of Transport. Yoram Shiftan is an Associate Professor of Civil and Environmental Engineering in the Technion. He  is the editor of Transport Policy and the chair of the International Association of Travel Behavior Research (IATBR).  Prof. Shiftan received his Ph.D. from MIT and since then has published dozens of papers and co-edited the books "Transportation Planning" in the series of Classics in Planning, and “Transition towards Sustainable Mobility, The Role of Instruments, Individuals and Institutions.”
