Ronald B. Head is professor and an assistant chair of the Doctor of Management Program in Community College Leadership and Policy at the University of Maryland University College, Adelphi, MD. James C. Palmer is a professor in the Department of Educational Administration and Foundations at Illinois State University, Normal, IL. Series Editor-in-Chief: Arthur M. Cohen is professor emeritus at the UCLA Graduate School of Education & Information Studies.
