About the Book

The book provides a practical, step-by-step guide to help policymakers formulate comprehensive mitigation strategies tailored to their domestic circumstances.

The core of the volume is a discussion of all the key elements of the mitigation strategy using conceptual frameworks for understanding policy options and design issues as well as numerous quantitative analyses illustrating the effects of different measures across different countries. The discussion within chapters is broken down into a series of key questions, many of which routinely come up in discussions with country authorities and in international fora. Each question contains a concise response and, in many cases, a graphic illustrating the key points. Chapters start with a summary of main messages and end with suggestions for further reading.

The main target audience for the book is technical staff in finance, environment, and energy ministries grappling with national climate mitigation policy issues. About the Author :

Ian Parry is the Principal Environmental Fiscal Policy Expert in the Climate Policy Division of the IMF’s Fiscal Affairs Department.

Simon Black is an Economist in the IMF’s Fiscal Affairs Department, where he specializes in climate change mitigation, carbon pricing, and environmental taxation.

Nate Vernon-Lin is an Economist in the IMF’s Climate Policy Division, Fiscal Affairs Department.

Karlygash Zhunussova is an Economist in the IMF’s Climate Policy Division, Fiscal Affairs Department.
