About the Author :
John Lonnquest is the Chief of the Office of History, Headquarters, U.S. Army Corps of Engineers. He received a B.A. in history from Washington College and a Ph. D in history from Duke University in 1966. After graduation, he joined the Air Force history program in 1997 and be came a USACE historian in 2000. As a staff historian he served as director of the Corps of Engineers' oral history program, directed its wide-ranging field history program, and led the Corps' Iraq and Agahan history teams. He became Chief of the Office of History in 2008. In addition to being the co-author of To Defend and Deter, Dr. Lonnquest was the editor of A Guide to Source Material on Ballistic Missile Defense, and the co-editor of Remembering the Forgotten War: U.S. Army Engineers Officers in Korea. He lives with his wife and two children in Oakton, Virginia. At time of his co-authorship of To Defend and Deter, David F. Winkler was pursuing his doctorate at American University. Winkler earned his Ph.D in 1998. His dissertation Cold War at Sea: High Seas Confrontation between the U.S. and Soviet Union was published in 2000 by the Naval Institute Press and subsequent editions have been printed in Canada and China. In his current position at the Naval Historical Foundation, Winker is executive editor of the newsletter Pull Together and manages other Navy history-related projects. He also writes a monthly history column for the Navy League's journal, Sea Power. Born in 1958, Winkler grew up in New Jersey and went on to receive his commission as a Navy ensign in 1980 through the NROTC unit a Penn State. In addition to a B.A. in Political Science, he has an M.A. in International Affairs from Washington University. A retired Commander in the Naval Reserve, he served ten years active duty as a Surface Warfare Officer on logistic force ships and has had reserve duties supporting the CNO's Policy and Plans Division Office, the Navy IG, and the Naval Historical Center. Dr. Winkler currently resided in northern Virginia with his wife and two daughters.
