Hubble Expansion and Background Microwave Radiation described within a Steady State concept of Universal Physics, and variation in radiation phase shift as a result of propagation throughout elliptical orbits within mass-field vortice systems comprising the Local Group. The light path from a source becomes progressively longer throughout the apogee phase, and so greater red shifted. Conversely, in the perigee phase, the light path becomes shorter and so lesser red shifted. Vortice Physics describe natural phenomena as comprised of mass-field vortice systems on an infinite scale. They consist of longitudinally travelling field streams, exponentially accreting to a focal region where systems of a lesser order of magnitude manifest/corralled from their energy. The systems have various degrees of asymmetry so that satellites of a system orbit a body elliptically, and to varying degree. Photons of light (which in Vortice Physics are asymmetric field vortices) although emitted from the apogee region of a mass-field vortice system, and modulated into sinusoidal waveform by periodic azimuth movements of the whole system, are propagated throughout their path by absorbing inherent energy within the field stream medium through which they are travelling. They generate kinetic energy from this absorbed energy, which imbues them with Directional Effect in complimentary paths to that of the field stream medium through which they are propagating. Vortice Physics posit that radiation arriving at the earth from distant sources, has circum navigated vortice systems, sometimes many times, through which it has travelled. It also means that when travelling in the apogee phase of orbit about a body, the distance that the light has to travel is increasing, so the red shift will increase. Conversely, travelling in the perigee phase its path from the source is decreasing, and so red shift will decrease. Vortice physics posit that photon propagation is a dynamic phenomenon requiring a power source for both its generation and propagation. Generation is powered by kinetic energy within a mass-field vortice system, and emitted from its apogee region. Propagation is by absorbing energy of field streams within the medium though which it is travelling. Vortice Physics can then describe Hubble phenomena within a STEADY STATE concept of universal physics.
