About the Book

A combination of factors have brought National Insurance factors to the fore. The only fundamental change in NI contribution law has been the introduction of Class 1A contributions. Until April 6th 1991, nearly all payments in kind or perks were free of Clas A1 liability, but employers are now liable to pay a Class 1A tax on the benefit of cars and fuel provided for their employees' private use. The second major factor, indirectly, is demographic. The fundamental restructuring of the State Earnings Related Pension Scheme in 1988, aimed at reducing the future cost of State pensions in a population in which the average age is set to increase, encouraged over four million contributors to contract out. The cost to the National Insurance Fund of contracted-out rebates and incentives for four million people has been estimated at over five billion pounds, which represents a considerable loss to the fund. Some attempt has been made to contain the problem by paying statutory sick pay (SSP) and statutory maternity pay (SMP) from general tax revenues, but there has also been markedly increased pressure on contributors to comply with the law. This results from the third major factor, perhaps the most noticeable for employers, the creation of the DSS Contributions Agency, dedicated to the collection and recording of National Insurance contributions and the "education" of errant employers. The aim of this work is to assist employers and their advisers in that education process, from the independent point of view, before the Contributions Agency has the chance to offer its services.
