With close reference to speeches and publications, this book chronicles the detailed changes in attitude in the Kremlin which have permitted and perhaps been responsible for the very visible and dramatic changes which have occurred in the Soviet Union and Eastern Europe in 1989-90. The author believes that change has been both premediated and spontaneous. That which was planned arose from the realization that the Soviet Union could not continue as it was, with its Brezhnevite doctrine of "reining in imperialism" which required "offensive defense" and military superiority at an ever-increasing cost. This policy sacrificed economic growth and so threatened the Soviet Union with the standards of a developing country and no means of sustaining the very role it had set out to play. Therefore change and a redeployment of resources have been planned and foreign policy initiatives toward the West are a vital part of the process. The Kremlin's attempts to cope with the necessary changes have not eased the difficulties implied by the transition, however. Problems have intensified, both internally and within the Soviet sphere of influence in Europe. Spontaneous change exacerbates these problems. Based in Cologne in West Germany, the author is in a good position to comment on the Soviet attitude to Europe, German reunification and NATO in the context of continued political relations with the United States and the West.
