Historians generally have devoted little attention to the Irish House of Lords during the seventeenth and eighteenth centuries. A few studies have dealt mainly with the Irish peers as a whole, without differentiating between the one third or so absentee peers and the majority who participated regularly in parliament. With this book, the first to describe and analyze the House of Lords in great detail, Francis G. James shows that a study of the upper house offers a new perspective on the Ascendancy period in Ireland. James attempts a balanced assessment of the place of the House of Lords and its members in the development of eighteenth-century Ireland, while concentrating on the majority of Irish peers who were active in parliament and Irish life. In addition to evaluating the political and constitutional role of the Irish upper house, he provides extensive statistical profiles of the lords temporal and spiritual, including their family background, education, marriage patterns, careers, incomes, and estates. Attention is given to the religious loyalties, prejudices, and actions of both lay peers and bishops. James demonstrates that, contrary to the traditionally held view, the majority of active members of the Irish House of Lords during this period were of Anglo-Norman or Gaelic origin, or were descendants of Tudor or early Stuart families who arrived in Ireland before 1640. Many, therefore, had deep roots in Ireland. Relatively few were descendants of Protestant Cromwellian, post-Cromwellian, or Williamite settlers. According to James, this may account for the differing perspectives of eighteenth-century Irish aristocrats toward Catholics and toward enforcement of the Popery Laws. James's study shows that the Irish House of Lords was a viable, significant part of the Irish government throughout the eighteenth century. It will be important reading for historians, advanced students, and others interested in the origins of modern Ireland and its relations with Britain. Born in 1913, Francis G. James received his B.A. from the University of Virginia in 1936 and his Ph.D. from Yale University in 1940. He is now professor emeritus of Tulane University, where he taught European, British, and Irish history from 1947 to 1980. His publications include numerous articles and the book Ireland in the Empire, 1688- 1770.
