Steven Cohen is director of The Executive MPA Program and The MPA In Earth Systems Science, Policy and Management of Columbia University's School of International and Public Affairs. He is coauthor of Total Quality Management in Government. William Eimicke is director of the Picker Center for Executive Education of Columbia University's School of International and Public Affairs. Cohen and Eimicke are coauthors of The New Effective Public Manager and Tools for Innovators.
