This conference followed closely on the publication of the Health and Safety Commission's "Consultative Document" on the draft regulations for the management of fire and explosive hazards on offshore installations. It provided a timely opportunity to study the latest developments and the requirements of those who implement structural modifications, or are concerned with new designs and are involved in maintaining safety cases. The proceedings give a global picture of current practice when designing for the dynamic and non-linear loading regimes which apply to offshore structures which could be subjected to extreme loads. After an opening address on managing structural safety, the papers under "Structural integrity" cover fire and explosion hazards management - new goal-setting regulations and industry guidance, structural consequence analysis and topside structural failure due to extreme environmental events. "Structural integrity - some specifics" deals with the generation and effect of missiles on offshore structures, seismic evaluation of topsides equipment, new large-scale frame data on reserve and residual strength and ultimate load - reserve and residual strength behaviour. "Fire analysis and assessment" looks at new data on Kuwait, fire-load determination for offshore structures, qualification of fire severity and structural collapse leading to temporary refuge impairment and non-linear analysis of frame structures due to accidental loads. "Fire protection" deals with modelling the performance of deluge systems in jet and pool fires, passive fire protection, and jet fire and explosion testing of "A"-rated firewalls. "Explosion design" examines explosions in offshore modules, FLACS-93 a new explosion simulator, stiffened steel panels, non-linear analysis of blast walls and upgrading existing platforms. "Material aspects" looks at the conceptual design of a glass-reinforced plastic caisson system, stainless steel components under extreme event conditions, and a risk-based approach to material selection. Supplementary papers cover stochastic modelling for topsides structural assessment, a laboratory-scale jet-test procedure for evaluating passive thermal protective systems, field modelling of fire and smoke movement, resonance in blast-resistant cladding panels, dynamic overload capacity of fixed steel offshore jacket structures and blast loading imparted to a cylinder by the venting of a confined explosion. The conference was co-sponsored by the Steel Construction Institute.
