About the Book

The management of sport and leisure facilities will become subject to compulsory competitive tendering from 1 January 1992 subject to the approval of a draft parliamentary Order that is being presented to Parliament in 1989. The order extends the Local Government Act 1988 to the "managing of sports and lesiure facilities". By 1994 all local authorities on the mainland of the United Kingdom will have to subject their sports and leisure services to competitive tendering. This is likely to be the first example of a local authority "management" service being subject to competitive tendering. This loose-leaf publication has been compiled by members of the Institute of Leisure and Recreation Management (ILAM), working in association with members of the Institute of Baths and Recreation Management (IBRM). After research by this group, all with practical experience of managing sports and leisure facilities, it has been possible to bring together the information necessary to help local authorities to carry out their responsibilities. Key features include a step-by-step guide to selecting the right tender, a set of recommended contract documents and technical specifications, practice briefing notes and a regular, twice yearly, updating service.

Table of Contents:
Brief history of compulsory competitive tendering; general requirements of the Local Government Act 1988; specific requirements of the draft order on "managing sports and leisure facilities"; strategic options; steps to tendering and selection of tenderers; conditions of tender; conditions of contract; specification guide; evaluation of tenders; running the contract - the client's responsibilities. Appendices: ILAM and IBRM briefing notes in order of issue; the consultation paper; ILAM's and IBRM's response to the consultation paper; the draft order; check list of documents required.
