CHRIS MILLER is Principal Lecturer in Applied Social Studies and Director of the Centre for Local Democracy at the University of West of England. He has taught social policy and community development for over twenty years and is Editor of the International Communication Development Journal. Previous publications include Public Service, Trade Unionism and Radical Politics (1996).
