About the Book

This edited volume brings together a number of prominent American and European policy-makers and analysts to examine the key issues involved in the "new political thinking" about Europe's security. The overall picture is optimistic, but events such as the Yugoslav civil war suggest a perhaps more dangerous and violent future. The contributors discuss a wide range of issues, making this a guide to the major threats and opportunities of this unsettled area. All agree that the principal anxiety will be related to economic instability which can generate destabilizing flows of emigration, tendencies towards hypernationalism and pressures for proliferation of sophisticated weapon technologies and the outflow of "intellectual prostitution" by former Soviet scientists and technicians with military expertize. The authors are united too in their worries about American isolationism and unilateralism - both of which are equally misguided. Unless the United States makes a major contribution to European stability, both the US and Europe will reap dire consequences in the long run. Equally, attempts by the US to impose a military hegemony will catastrophically miss both the necessity of co-operative security and the predominantly non-military nature of the new threats to European security. J. Philip Rogers is also the co-author of "Inadvertant War in Europe".
