Entière: Ces derniers vestiges de notre puissance passée doivent donc nous ètre particulièrement chers, mème aujour d'hui que notre Empire ludo-chinois a, jusqu'à un cer tain point, compensé les pertes du siècle dernier. On sait que les Français songèrent à occuper l'inde dès le commencement du xviie siècle, puisqu'une Com pagnie privilégiée obtint, sous Henry IV et Louis XIII, le monopole du commerce dans toute la mer des Indes. Cette Compagnie échoua dans son entreprise. Plus tard Colbert fonda une Compagnie des Indes qui ne réussit pas davantage, malgré les efforts de Caron qui fonda à Sur'ate la première factorerie française, en 1668, et laseconde a Masulipatam, en 1669. Enfin, Francois Martin établit définitivement la France sur la côte de Malabar par la création, en 1679, d'une factorerie au village de Ponditcherri. Ce village grandit. Peuplé et fortifié, il se transforma peu 'a peu sous notre protection et il devint rapidement le centre de notre influence et de notre domination sous le nom de Pondichery. Quand Francois Martin mourut, en 1706, il laissait là où il n'avait trouvé qu'un village, une ville déjà peuplée de habitants, capable de rivaliser par le com merce et l'influence politique avec les établissements hollandais. Nos possessions dans l'inde s'étaient d'ail leurs augmentées de Chandernagor, qui nous avait été cédé par le Grand Mogol en 1688. Malheureusement la Compagnie des Indes, au nom de laquelle Francois Martin avait agi, fit.des mauvaises affaires et dut se transformer. En 1723, de Compagnie d'état elle devint Compagnie particulière, au capital de 119. Millions. Son commerce dans l'hindoustan prit une très grande exten sion, et un des successeurs de Martin, Le Noir, créa, à Pondichery mème, les premières cultures et les pre mieres industries. En 1735, Benoit Dumas, qui avait déjà fait plusieurs voyages dans l'inde, fut nommé gou verneur général. Dumas était un homme adroit, cal culateur, prudent, nullement enclin à risquer beaucoup, sans avoir en vue un résultat très tangible, brave, resolu, jaloux de l'honneur de la France, parfaitement au fait des moeurs du pays, fidèle aux traditions de Francois Martin, aimant la paix et désireux par-dessus tout d'étendre pardes moyens pacifiques le territoire francais dans l'inde Sous son administration, nos colonies.
