Abnégation ou calcul, inspi ration ou illusion, ambition ou prévision, générosité ou habileté, quel qu'ait été le mobile de cette concession inou1e, ce qu'il y a de vrai et c'est peut - ètre ce qui en fait la grandeur hérorque, c'est qu'elle ne satisfit complétement personne, pas plus les pouvoirs constitués que les partis, pas plus l'opinion que les intérèts, pas plus la presse que l'administration, pas plus l'opposition que la majorité. Tout au plus les masses reconnaissantes et quelques vieux serviteurs à foi robuste comme leur dé vouement témoignèrent d'un intelligent enthousiasme; mais ce fut tout. L'empereur, qui avait prévu les résis tances et qui, jusque dans sa famille, dans son intimité, dans son ministère, les combattit et les combat encore, maintint son initiative non-seulement contre la mauvaise foi et l'ingratitude qui criaient au piège et à l'hypocrisie, non - seulement contre l'ignorance et la peur qui l'accu saient de témérité et de vertige, mais contre sa propre politique et nous pourrions dire contre ses propres actes, puisque après avoir conservé les ministres qui, la veille encore, se récriaient à l'idée du moindre changement et qui, par conscience autant que par nécessité, avaient of fert leur démission, il put, par un miracle de résolution, les contraindre à préparer les lois nouvelles et à venir les soutenir devant les Chambres, ce qu'ils firent, soit dit en passant, avec un talent, un désintéressement et un pa triotisme dont aucune époque parlementaire n'avait en core donné l'exemple depuis la Révolution. Mais cette préparation fut longue. On le sait encpre. Pleine de périls, d'anxiétés, de résistances de toute sorte, et comme, pendant l'année qui précède le débat devant le Corps législatif, on ne pouvait plus recourir aux lois anciennes virtuellement discréditées et abandonnées, sans paraître manquer de loyauté et de logique, l'opinion et la presse, livrées à elles-mèmes et comme si elles eussent attendu cette explosion couvée depuis quinze ans, se ruèrent, c'est l'expression littérale, - eu pleine orgie de licence, de façon à rappeler le mot effrayant de Twite sur les Romains d'octave Auguste, se ruant spontanément et à plaisir en pleine servitude; au fond, l'anarchie n'est autre chose que l'asservissement des és ptits et la corruption des moeurs politiques. Depuis 93 et 1848, rien de pareil ne s'était vu en France, et cela se voyait sous l'empire, c'est - à-dire à quelques jours de distance seulement de ce régime administratif si forte... ment et si habilement combiné par l'auteur du 2 Dé qçmbre, régime usé sans doute puisque la main mème qui l'avait tissu en jetait les lambeaux aux quatre vents, mais dont on dut regretter alors de n'avoir pas fait, quand on le pouvait encore, un plus complet et plus sé vère emploi. Malheureusement, il n'était plus temps et César, une fois encore, venait d'écrire sur son dossier le mot fatidique Rubicon.
