About the Author :
DAVID S. HOELSCHER is Division Chief of the Systemic Issues Division in the Monetary and Financial Systems Department of the International Monetary Fund (IMF), USA. He has worked intensively in a number of countries including Argentina, Ecuador and Russia. He has also served as IMF representative in Bolivia and Kazakhstan. His publications include Managing Systemic Banking Crises.
