About the Author :
Derek H. Burney is the former chief of staff to Prime Minister Brian Mulroney (1987-89) and was Canada's ambassador to the United States (1989-93). Fen Osler Hampson is Chancellor's Professor at Carleton University and a fellow of the Royal Society of Canada.
