It does not set for itself any consideration of means for bringing this war to a close. It recognizes the impossibility of our people or of organizations here having even a feather's weight of power to close the terrific conflict on the other side. But it hopes to be instrumental in helping to secure some safeguards of future peace. It is the League to Enforce Peace, and from that title you see that it is not a pacifist movement; it is not a pallid peace movement; it is not a disarmament movement. It makes an appeal to force as a means of future peace in the world. It does not say to you or to the country that it has found an absolute way to safeguard peace in the future, but it expresses the hope that the discussion which has been brought about may hammer out some safeguards against a future cataclysm of the kind which makes us numb, night and morning, as we read of it in the papers. Well, what is it? It was organized in Philadelphia, not at the mint, of which Mr. Roberts speaks, but at Independence Hall, on the 17th day of June last, and many have been so hopeful as to say that they believe that the guaranties of peace between the sovereign States of this country which were secured a century and a quarter ago at Independence Hall may be in some measure secured by the sovereign states of the world. I want in the first place to call your attention to the names of some of the men now prominent in the movement. William Howard Taft is the President of the League. A.
