About the Book

Governing for the future is both important and difficult, because it means getting to grips with long-term issues that will shape the lives of future generations, often requiring painful choices to be made in the present, whilst having to deal with the short-termism that is inherent in the politics of the electoral cycle. These political difficulties can also be compounded by practical and organisational constraints, as government is organised primarily along departmental boundaries whilst long-term thinking usually requires cross-departmental planning and decision-making. The Committee's report examines the range of mechanisms that the Government uses to improve its capacity for strategic thinking across Whitehall, and considers the ways in which Parliament and the public are engaged in the process. It finds that although successive governments have done a great deal to expand their capacity for long-term thinking, particularly in relation to the work of the Foresight Programme and the Prime Minister's Strategy Unit (PMSU), more can be done. For example, departmental ministers should be more closely involved in the work of the PMSU to increase the relevance and effectiveness of such strategic work; whilst new initiatives to encourage a culture of strategic thinking within the civil service, such as the training courses run by the National School for Government and the introduction of capability reviews, are to be welcomed. In terms of encouraging greater transparency in strategic policy development and promoting greater parliamentary and public participation, lessons can be learned from the Finnish model of presenting a periodic government report on the range of future scenarios and strategic challenges to its Parliament, as well as from the Scottish Parliament's Futures Forum.
