About the Book

This interim response to the Report of the BSE Inquiry has been issued to provide a basis for consultation and discussion and to enable interested parties to contribute to the development of the final response. It discusses the main cross-cutting themes emerging from the Inquiry Report and provides detailed comments on the 167 individual lessons for the future. The response is in nine chapters. Chapter one sets out the background to the BSE Inquiry Report and this interim response. Chapter 2 summarises the current position on BSE in the UK and notes recent developments in Europe. Chapter 3 explains the new arrangements made in August 2000 for the enhancement of the package of care provided for victims of vCJD and further improvements which have been made since the publication of the Report. Chapter 4 sets out the way that the Government is developing its approach to obtaining scientific advice and how it is seeking to improve the management of the departmental research programmes. The role of the Chief Scientific Adviser and his part in departmental co-ordination and the effective use of science and research is also covered. Chapter 5 deals with openness. It shows how the Food Standards Agency and its commitment to openness represents a major step forward. It notes how departments are becoming more open following the Freedom of Information Act 2000 and outlines the steps being taken to embed a more positive approach to putting information in the public domain. Chapter 6 explains the Government's position on the management and communication of risk. The Government aims to take action to manage risks, where appropriate, in proportion to the risk and to make sufficient information available to the public to allow individuals to make choices. Chapter 7 on good government, notes the relevance of the Inquiry's comments to the Modernising Government agenda and the further impetus the Inquiry has given to more open, inclusive behaviour by departments and officials. Arrangements for joined-up working continue to be strengthened and made more effective. This chapter also deals with the roles and responsibilities of the Government's key professional advisers in the areas of human and animal disease, the Chief Medical Officer and the Chief veterinary Officer. The legislative framework and the powers available to deal with potential hazards such as BSE, are covered in Chapter 8. The final chapter summarises the key issues for consultation raised in this Response and invites views from all parties. Annex 1 covers in detail each of the 167 individual lessons identified in the BSE Inquiry Report. It explains the Government's position on each of these lessons, what action has been taken, what is planned and how others will be involved in the final outcome. Other annexes cover: the public health measures concerning BSE and vCJD; strategic science policy co-ordination; references and useful publications; glossary; statement by the Minister of Agriculture, Fisheries and Food at the publication of the BSE Inquiry Report, 26 October 2000; consultation.
