A la digitalización de las redes de cable y satélite -proceso que protagonizaron mayor¬mente los operadores de pago- se suma la de las redes hertzianas, la última en incorporarse al proceso y sobre la que recae el grueso de la responsabilidad de liderar la transición hacia el universo digital pues, reconvertida en el paradigma de la televisión digital en abierto, la Televisión Digital Terrestre (TDT) ha sido concebida como una tecnología de sustitución que hereda el legado del tradicional sistema de difusión analógica, pero con un planteamiento radicalmente novedoso. El proceso de digitalización de las emisiones por ondas terrestres en que se hallan inmersos los países de la UE está envuelto a su vez en una dinámica convergente que engulle a los tres sectores que conforman el hipersector de la comunicación (al audiovi¬sual, las telecomunicaciones y la informática); el impacto que previsiblemente provocará su progresiva incorporación ha dado paso a una etapa de profundos cambios de la que el sistema audiovisual español, cuyo apagón analógico está previsto para comienzos de 2010, no es ajeno. España fue pionera, junto a Reino Unido y Suecia, en la incorporación de la TDT, pero las dificultades de las plataformas terrestres por alcanzar un mínimo umbral de renta¬bilidad, unido a la ausencia de acciones políticas e institucionales desembocó en el sonado fracaso de su versión de pago (tal fue la modalidad elegida por España para introducir estos servicios). Estigmatizado en buena medida por el fiasco que supuso Quiero TV, el modelo de la TDT en abierto no ha terminado de arrancar, lo que le ha llevado a entrar en un círculo vicioso del que no ha logrado salir. ¿Qué le ha impedido entrar en una dinámica virtuosa?, ¿qué cambios introducirá la TDT en el paisaje audiovisual?, la tecnología, por sí sola, ¿es suficiente para plantear un cambio de paradigma televisivo?, ¿estamos ante una auténtica revolución? Con el objetivo de dar respuesta a éstas y otras cuestiones arranca, pues, esta inves¬tigación, cuyo objeto de estudio se centra en analizar la trayectoria de la TDT en España durante el periodo 1997-2004; el ámbito temporal viene determinado porque la digitalización de la señal hertziana comienza en España en mayo de 1997, momento en que el antiguo Ente público Retevisión realiza las primeras pruebas piloto de TDT, tecnología que fue respaldada legalmente a finales de ese mismo año con la aprobación de la Ley 66/97, de 30 de diciembre, de Medidas Fiscales, Administrativas y del Orden Social, en la que se mencionaba por vez primera hasta el cierre de 2004, justo cuando se vislumbra una segunda etapa, que los expertos han convenido en denominar fase de relanzamiento de la TDT, en un intento de contribuir a comprender los fundamentos de esta transformación
