One point which must be borne in mind constantly in warship design is that when once material has been assigned to inert defence, it is practically unalterable; but, as Captain FitzGerald very well says, the gun fiend immediately takes another form, and so of course it always will. The attack has always the advantage of greater flexibility and variability than the defence. Next, as to Captain FitzGerald's remarks in relation to the use of indiarubber. I have very great respect for his opinion, because I am sure it is honestly held, and he has done his best to put forward a means of dealing with what he conceives to be a danger. He says, very properly, we have these ships, cannot we make them better in some simple way? I thoroughly understand that he means well, and he has done his best to overcome the dangers which he thinks exist. As regards the experiments on the Resistance, which I had the pleasure of attending, I am not at liberty to give to the meeting particulars, but I will simply say that everyone was well disposed to make the best use of indiarubber in those experiments, and I think everybody who saw the results was unanimous in disappointment. The experiments which Captain FitzGerald made, and those made by other gentlemen before him on a similar scale, did lead to hopes and anticipations which have not been fulfilled. In France, as Captain FitzGerald has said, cellulose is being used as a water excluder.
