Excerpt: Organ harvesting in the People's Republic of China attracted the attention of international news media in the 1990s due to ethical concerns about the organs and tissue removed from the corpses of executed criminals being commercially traded for transplants. In addition, in 2006 there were claims of harvesting of organs from live practitioners of the banned Falun Gong spiritual movement which led to a disputed report being compiled by former Canadian MP David Kilgour and human rights lawyer David Matas. Since 2007 Chinese authorities have introduced legislation to stop international trade in prisoners' organs, and to increase voluntary donation from the general public. Involuntary organ harvesting is illegal under Chinese law; though, under a 1984 regulation, it became legal to harvest organs from executed criminals with the prior consent of the criminal or permission of relatives. Growing concerns regarding such matters as possible coerced consent and potential corruption led to professional societies and human rights organizations starting to condemn the practice in the 1990s. These concerns were renewed in a 2001 story in The Washington Times. Regulations issued in 2007 banned the commercial trading of organs, and the Chinese Medical Association agreed not to use the organs of prisoners for transplantation, except for members of their immediate family. In 2008 a liver-transplant registry system was established in Shanghai, along with a nationwide proposal to allow people to note on their driving licence that they wish to donate their organs.
